The strategic commissioning tests were developed by NHS and community pharmacy stakeholders as a tool for PCTs and SHAs to assess the position in the strategic implementation of the community pharmacy contractual framework and inter-related developments, to establish the optimum utilisation of community pharmacy in the redesigning and commissioning of primary care services. Initially developed in 2004/5 they were refreshed in March 2007.
