Balanced scorecard definitions for dentistry

This is a set of measures that might be included in a balanced scorecard that will provide a mechanism for PCTs to feedback comparative information to their dental contractors and the patients they care for.  These definitions are designed to give PCTs the building blocks for creating a customised evaluation tool for their local contractors.

Based on red, green and amber 'traffic light' indicators, the objective of the creating the definitions is to encourage all practices to achieve a fully 'green' rating. Along the way, it allows PCTs and contractors to identify key areas for improvement across five key categories:

  • Quality
  • Access
  • Workforce
  • Activity
  • Finance and Planning

In each case, the indicators specified are intended to represent a starting point, rather than hard and fast, absolute measures, so that PCTs can adapt and apply it according to local patterns and priorities. Please note: at this stage, the scorecard does not contain any prevention/public health measures. However, as soon as evidence-based guidelines have been issued by DH, appropriate definitions will be added.

Column F of the toolkit suggests that some of the measures are amenable to publication to local people.  This is subject to PCTs discretion and it is suggested that the agreement of the contractor is obtained prior to any publication.
