The Suffolk PCT PMS implementation journey

Following the establishment of the new Suffolk Primary Care Trust in October 2006, a decision was made to review all primary medical care Personal Medical Services (PMS) contractual agreements and undertake a comparison with General Medical Services (GMS) contracts to establish equity of service provision. This involved looking at access, value for money and the commissioning of services at the point of need. This document provides a summary of the process that the PCT team undertook in reviewing and introducing a new PMS agreement for each of its PMS contractors, outlines lessons learned and signposts additional documentation, such as the robust performance framework developed to underpin the contractual outcomes to ensure the highest quality of service delivery for all patients in Suffolk.
