Introduction
Welcome to Issue 1 of HOS@PCC
Our aim is to keep you fully updated on all developments relating to the implementation of the new Home Oxygen Service on 1 February 2006. We also aim to share best practice and actively welcome your views, experiences and questions. Please contact hos.newsletter@pcconline.info
The bulletin will be emailed directly to SHA and PCT oxygen leads, new oxygen supply companies and other key stakeholders but please feel free to email it to any colleague you think might be interested in the information it contains.

Key deadlines for PCTs
- 11th November 2005
- Completion of data collection on current cylinder patients
- Pass core patient data (postcode and usage information - see toolkit click here) to supplier to allow them to undertake logistics planning. Please note no patient identifiable data should be passed to the supplier at this stage.
- 24th December 2005
- PCTs to have written to current cylinder and concentrator patients to seek consent to transfer of data to new suppliers
- 6th January 2006
- Handover of all patient data to new suppliers
- 1st February 2006
- Handover of all patient data to new suppliers
Patient data collection
To start the service the four new suppliers need accurate information about existing patients immediately prior to the start-up date. PCTs are required to collect and collate patient information (deadlines as above).
It is the responsibility of each PCT to obtain the explicit approval of each patient before passing this data to the incoming supplier. Please note - patients will be required to opt-in rather than opt-out.

Patient information leaflet
- A patient information leaflet is currently being produced in association with the British Lung Foundation (BLF). 500,000 will be distributed throughout October to pharmacies and GPs together with a letter of explanation.
- With the help of the new oxygen supply companies it is also possible that leaflets will be attached directly to cylinders although this is subject to final confirmation.
- The BLF will also mail shot all the respiratory assessment centres on their database.

Business as usual for concentrator supplies:
NHS PASA has agreed with the existing concentrator service contractors (BOC, Air Products and DeVillbis Medequip) that the current contracts will now run to 31 January 2006.
The contracts cover both existing and new patients until 31 January 2006.
From 1 February 2006, the new contractor will assume responsibility for delivering the service. Please be assured that all new concentrator patients will receive a service under the extended contract.
Cylinder amnesty
- The possibility of launching a national cylinder amnesty to encourage patients and others to return unwanted cylinders is being explored with the co-operation of the BLF and new suppliers.
Communications update
- The Primary Care Contracting website has been updated and now includes information on the new home oxygen service. It will shortly house a comprehensive section on developments and protocol surrounding the HOS project and we are working on a full briefing pack and template letters that you will be able to download.
- The website will be our primary information resource housing details of all implementation requirements.
- We will alert you each week as new information goes live. You should find answers to all your questions and concerns there. If you don’t or you’re unhappy with the way things are explained please let us know immediately.
- A full communications and involvement strategy is being developed and will be published on the website once it has been finalised. This will include key messages, communications milestones and procedures and a simple protocol for handling media enquiries.
