Insight of the week

The protection of children - a progress report

Lord Laming's report of progress in safeguarding and child protection was published last week. It was commissioned by the Department for Children, Schools and Families (DCSF) in November 2008. Lord Laming was asked to evaluate progress, to identify barriers that may prevent good practice and to make recommendations for improvement. NHS organisations can order up to 10 free copies of the report by emailing lordlaming.report@dcsf.gsi.gov.uk.

Promoting choice and public engagement via NHS Choices

Gary Ashby, programme director at NHS Choices, has written to PCT chief executives inviting them to nominate a board level colleague to become the principal contact for NHS Choices. This follows a number of pilots and local initiatives with PCTs across England to promote good public health messages and encourage the public to become active consumers of health.

King's Fund extends mental health and learning disabilities programme

The King's Fund is extending its Enhancing the Healing programme to 69 trusts in England including acute, mental health, learning disability and primary care trusts. Enhancing the Healing Environment is a nurse-led environmental improvement programme supported by the Department of Health since 2000.

West Midlands focus group

The half-day focus group meeting cancelled due to bad weather in February has been re-scheduled for Thursday 9 April. The meeting will allow PCTs to discuss the NHS PCC work programme for 2009/10. All PCTs in the region are welcome to attend. Book online here.

World class commissioning programme

Gary Belfield, director of commissioning, Department of Health has written to PCTs and SHAs to make a brief progress report on the world class commissioning (WCC) programme covering assurance, support and development, practice-based commissioning and integrated care.

Commissioning for children and young people with speech, language and communications needs

The Department of Health is inviting applications from commissioning pathfinders to test ways of improving how services for children and young people with speech, language and communication needs are commissioned with particular emphasis on outcomes.

HSJ publishes league table of PCT WCC assurance scores

The Health Service Journal reports on results of the first year of world-class commissioning assurance. In a generally upbeat report, it notes that 27 PCTs achieved green lights for strategy, board governance and finance. The article expresses concern about PCTs' performance in the area of market development, where only a handful of PCTs scored higher than 1, the baseline for achievement.

Access to psychological therapies announcement

The government has announced a package of measures to combat stress and anxiety during the credit crunch, including speeding up access to psychological therapies.

Commissioning for quality and innovation

The Department of Health has published a set of frequently asked questions on the commissioning for quality and innovation (CQUIN) payment framework. These are available on the NHS Institute for Innovation and Improvement website along with examples of CQUIN schemes that are being developed across the country.

Compact commissioning guidance

Compact, the agreement between government and the voluntary and community sector in England, recently published new implementation guidance on commissioning. This publication highlights where and how the Compact can be applied by commissioners in local authorities, primary care trusts and government departments and agencies. The guidance is designed to facilitate better working relationships between commissioners of services and third sector organisations. Updated information resources for tackling health inequalities

The Health Poverty Index (HPI) is a web based tool that allows geographical areas and different ethnic groups to be compared in terms of their health poverty.

A group's health poverty is a summary measure of both their present state of health and future health potential or lack of it. The latest update of the HPI was released in conjunction with a new HPI workbook, which guides the user through some of the features of the tool and demonstrates how the index can be used to provide a single visual summary of an area's health poverty.

GP extended opening hours - monthly update

The DH has released statistics for the month ending February 2009.

Key findings this month:

  • Of 8,246 practices, 5,972 (72.4%) offered extended opening hours on the census date. This compares with 71.1% in January.
  • 149 (98.0%) commissioners have achieved the Operating Framework aim of 50% of their GP practices offering extended opening hours.
  • 65 (42.8%) commissioners have 75% or more of their practices offering extended hours. In January this was 59 (38.8%).
  • For the first time in February there were no commissioners without a single GP practice offering extended hours on their patch.

Results are in for benchmarking programme

The results of the most comprehensive survey of primary medical services ever undertaken are in and provisional data is being shared with PCTs. The first report of the joint venture between the NHS Benchmarking Network and NHS PCC will be made to PCTs at a meeting in London on 26 March.

More than half of the English PCTs took part, supplying data and good practice examples against 500 different metrics, and allowing PCT performance to be compared against a variety of national and regional benchmarks.

Increase in NHS prescription charge

The NHS prescription charge will increase from 1 April 2009 by 10 pence per item to £7.20 (£14.40 per pair of elastic hosiery). Charges for wigs and fabric supports will also increase. The DH has written to PCT chief pharmacists and finance directors separately.

Health Minister Dawn Primarolo said:

'In England, 89 per cent of prescription items are dispensed for free, the remainder provide valuable income to the NHS.

'From April 1 cancer patients will be eligible for free prescriptions. A review of how this exemption can also be extended to patients with long-term conditions is currently underway and recommendations will be made to me in the Summer'

New patient charges announced - Dental Charges Amendment Regulations 2009

The statutory instrument pertaining to the new NHS dental charges coming into force on 1 April has now been published. Full details are available here.

NHS dental services e-reporting update

NHS dental services are currently in the process of rolling out a secure online web-based reporting facility that enables PCTs to:

  • view existing regular reports within a user-friendly online interface
  • refresh template reports (DSD and user defined)
  • query and analyse data collected from Payments Online and the FP17 and FP17O activity reports
  • monitor performance through headline figures and key performance indicators using dashboards that make the data more visually informative

Distribution of 2009/10 patient information literature

2009/10 patient information leaflets and posters are due to be distributed to PCTs at the end of March, for delivery to dental practices, doctors' surgeries and libraries by 1 April. For further details please contact julia.battersby@dh.gsi.gov.uk.

GDC student fitness to practise consultation

The GDC has launched a consultation on draft guidance regarding student fitness to practise. The guidance document is aimed not only at student dentists, but also at all student dental care professionals as well as institutions which provide dental training.

Eye Care

 

Boots Opticians Ltd/D&A Professional Services Ltd merger

Some PCTs and SSAs have been asking whether the new contracts for Boots Opticians Professional Services Ltd and D&A Professional Services Ltd should be written as NHS body or non-NHS body contracts. Since 1 August 2008 Boots have been non-NHS whereas D&A have been an NHS body. Going forward the new Boots companies both wish to be non-NHS.

Furthermore under regulation 8 of the GOS contracts regulations 2008, a health service body status contract requires an election to be made by the proposed contractor in a notice to the PCT before the contract begins. In the absence of any such election, the default position is that all contracts are non-NHS body status contracts. Neither company elected to have NHS body status in their letters to PCTs applying for contracts so all the new contracts should be written as non-NHS body status contracts.

Changes to optical vouchers from 1 April

As of 1 April, optical vouchers will increase in value by 2 per cent. Optical vouchers help with the cost of spectacles and contact lenses for children, people on low incomes and people with complex sight problems.
